A Data Custodian handles the day-to-day storage, access control, and technical upkeep of a dataset - as distinct from the Data Owner, who decides what the data should be and who's allowed to use it. On a BIM project the Data Custodian is often whoever administers the CDE itself, executing the rules a Data Governance framework sets rather than setting them.
