The plan for how a project's models are split into manageable volumes and then linked back together into one coordinated whole. Also called a volume strategy, it sets out how models are segregated - typically by building, zone, and discipline - so multiple teams can model simultaneously without file-size or coordination problems, and then defines the hierarchy for linking those pieces back into federated models, up to a single master federated model for the whole project. Usually documented as part of the BIM Execution Plan.
