A Flood Risk Assessment (FRA) is a report, usually required by planning authorities, that evaluates whether a site is at risk from flooding and specifies the mitigation a design must include - raised finished floor levels, sustainable drainage, flood-resistant materials. It's typically commissioned early, since its findings can constrain site layout, floor levels, and even whether the site is developable at all.
