The panel showing instance parameters for whatever is currently selected, or the active view's own settings when nothing is selected. With an element selected, the Properties Palette shows and lets you edit its instance parameters directly - the type selector at the top switches which family type is assigned. With nothing selected, it shows the current view's own properties instead, like its View Range, Detail Level, or applied View Template.
