The label usually gets applied to marketing that claims "BIM Level 2" or "full BIM" compliance while the actual delivery is still 2D drawings with a token 3D model, or a firm that owns Revit licenses but never adopted the collaborative CDE, standards, and information-management processes that make BIM actually work.
