The Building Safety Regulator (BSR) is the UK body responsible for approving and inspecting higher-risk buildings (broadly, residential buildings above 18m) at three statutory gateways - planning, pre-construction, and completion - under the regime the Building Safety Act established. A project can't proceed past a gateway without BSR sign-off, and the Golden Thread of information is what the BSR expects to be able to review at each one.
