DQI surveys are usually run at three points - early design, detailed design, and post-completion - letting a client, design team, and end users score the same project against the same criteria and see how perceptions shift as the building actually gets built. It's a softer, perception-based complement to the harder performance numbers a post-occupancy evaluation or building performance simulation produces.
