UK legislation placing a legal duty on whoever is responsible for a non-domestic building to carry out and act on a fire risk assessment. It's the legal requirement that makes a fire risk assessment mandatory rather than optional - the Building Safety Act added a further layer of duties on top of it specifically for higher-risk buildings.
