The extra costs a contractor incurs - site overheads, extended equipment hire, longer supervision - because a project ran longer than planned due to a delay that wasn't their fault. An extension of time gives a contractor more days; prolongation costs are the separate, and often more contested, claim for what those extra days actually cost to keep the site running.
