A project governance structure in which work only moves to the next stage after passing a formal review "gate" - checking that the previous stage's deliverables and decisions are complete and approved. The RIBA Plan of Work's numbered stages are a well-known example - each stage gate exists to stop a project sliding into detailed design before the client has actually approved the concept it's based on.
