A Drawing Register is the master list of every drawing issued on a project - its number, title, current revision, suitability status, and issue date - kept so anyone can confirm they're working from the latest version. In a well-run CDE the register is largely generated automatically from metadata, but on smaller projects it's still often a maintained spreadsheet.
