A legal supplement (the best-known version published by the UK's Construction Industry Council) attached to a standard construction contract to make BIM deliverables legally enforceable. On its own, an EIR or BEP is a technical document - it does not carry contractual weight unless something ties it to the actual contract. A BIM Protocol is that tie: it references the EIR/BEP, defines who owns model data, sets out liability if information is wrong or late, and makes model delivery a contractual obligation rather than a best-effort request.
