Employer's Requirements (ER) is the document a client issues in a Design and Build procurement setting out what they want built - performance standards, specifications, constraints - to which the contractor responds with their Contractor's Proposals. It's easy to confuse with EIR (Exchange Information Requirements), but the two cover different ground: ER defines the building itself, EIR defines the information deliverables about it.
