A document listing the checks required at each stage of an activity and who must witness or approve them. An Inspection and Test Plan (ITP) lists, activity by activity, exactly which checks are required, at what stage, and who has to witness or sign off each one - a hold point that stops work until an inspector confirms it, versus a witness point that just requires someone present. It's the practical, activity-level tool that turns a project's Quality Plan into something a site team can actually follow.
