Think of it as the "why" behind everything else: the OIR shapes the AIR (what a specific asset needs), which shapes the EIR (what a specific project needs).

Most individual project teams never touch the OIR directly - it lives at the client organization's portfolio-management level - but it is worth knowing it exists, because it explains why some information requirements on a project can feel disconnected from that project's own scope.
