It is broader than "using BIM software" - information management covers the naming conventions, approval workflows, security classifications, and roles and responsibilities that make a CDE actually function as intended, rather than just being a shared folder with a fancier name.
Most of the acronyms in this glossary - EIR, BEP, AIR, PIM, AIM, LOIN - are all specific pieces of the information management framework that ISO 19650 defines.
